The thirteen stories in Birds of Paradise Lost shimmer with humor and pathos as they chronicle the anguish and joy and bravery of new Americans, the troubled lives of those who fled Vietnam and remade themselves in the San Francisco Bay Area. Past memories—of war and its aftermath, of murder, arrest, re-education camps and new economic zones, of escape and shipwreck and atrocity—are ever present in Andrew Lam’s wise and compassionate stories.
The past plays itself out in surprising ways in the lives of people who thought they had moved beyond the nightmares of war and exodus. It comes back on TV in the form of a confession from a cannibal; it enters the Vietnamese restaurant as a Vietnam Vet with a shameful secret; it articulates itself in the peculiar tics of a man with Tourette's Syndrome who struggles to deal with a profound tragedy. Birds of Paradise Lost is an emotional tour de force, intricately rendering the false starts and revelations in the struggle for integration, and in so doing, the human heart.

About the Author

Andrew Lam is the author of Perfume Dreams: Reflections on the Vietnamese Diaspora, which won the 2006 PEN Open Book Award, and East Eats West: Writing in Two Hemispheres. He is an editor and cofounder of New American Media, an association of over two thousand ethnic media outlets in the United States.
Lam was a regular commentator on NPR's All Things Considered for many years, and was the subject of a 2004 PBS documentary called My Journey Home. His essays have appeared in newspapers and magazines such as The New York TimesLos Angeles TimesSan Francisco ChronicleThe Baltimore SunAtlanta JournalChicago TribuneMother Jones, and The Nation, among many others.

The term of the 2011-2014 Board of Directors of the Vietnamese Community of Houston (VNCH) will expire at the end of this year, 2013. According to VNCH’s bylaws, the General Assembly will be convened to elect new members of the Board To Oversee (HDGS) for the term 2014-2017 and to select members for the Election Organizing Committee.

The General Assembly will be held at the Vietnamese Community Center, 7100  Clarewood Dr,  Houston, Texas 77036 on Sunday June 9, 2013 at 2 pm.  Please come to voice your opinion by selecting the right candidates to serve the community.

Graduating Asian Highschool Students

 

The Nisei Student Relocation Commemorative Fund (NSRC Fund, www.nsrcfund.org) is awarding up to 37 scholarships totaling $50,000 to graduating low income Southeast Asian high school students in the Greater Houston Metropolitan Area and Southeast Texas.

The NSRC Fund is a national scholarship program created to address the needs of the Southeast Asian community, an important and growing part of many American cities. A major challenge facing these families is finding resources to support their children's educational goals. The NSRC Fund travels to a different community each year offering scholarships to graduating Southeast Asian high school students.

Please share this widely and spread the word about this opportunity. The deadline is April 1 and we currently only have around 40 applicants. Thank you!

Forward Thinking Tax Policy

Give Texas a Competitive Tech Edge

When businesses look to Texas, they see a leader among the states economically. Our job creation and business-friendly climate is legendary.

Other states yearn for the Texas advantage, but in many cases, twenty states plus the District of Columbia, our competition is well ahead of the game when it comes to attracting the engine of the new economy--technology investment. And, that’s all because of the way Texas chooses to tax the manufacturers of technology and telecommunications networks.

Most Texans know the sales tax because they pay it on many of the items they buy—such as clothing, furniture, cable, Internet, and phone service.  But in fact, 45 percent of all sales taxes are paid by not by individuals, but by businesses on the items they buy. 

For example, Texas is one of 30 states that apply sales tax to business purchases of telecommunications network equipment and one of 31 states plus the District of Columbia that taxes cable network investment, according to the Broadband Tax Institute.

Texas has the eighth highest tax rate for wireless and wireline telecommunications and the 7th highest rate for cable investment.  Other states are able to lure greater technology investment because they don’t subject that investment to a 6 percent state sales tax, as Texas does.  That means those states offer lower costs and better investment returns, and as a result attract better telecommunications networks and coverage for their residents and customers.

Think wireless smartphones. Think broadband connectivity for your homes and businesses. Think of the infrastructure that delivers the health care, education, transportation, communications and consumer innovations that you enjoy each and every day. All of these things rely on wireless and wireline networks to “power” them.

That’s why House Bill 1133 by Representative John Otto of Dayton and SB 1330 by Senator Craig Estes could be game changers in this respect. SB 1330 and HB 1133 would remove a hurdle in our state’s ability to remain competitive when it comes to technology and telecommunications infrastructure.

SB 1330 and HB 1133 extends the current exemption from state sales tax for manufacturing equipment to the investments companies make to build and maintain our crucial networks.

The current manufacturing exemption was enacted in the 1980s, and it fit the shape of the economy back then—a time before the Internet, the tech revolution, mobile broadband and the apps economy swept the globe. The idea is that you do not tax capital investment that is used to make the products and deliver the critical technology services we use every day.

But that’s exactly what we’re doing: saddling investment in new economy equipment under an antiquated tax policy built around what manufacturing meant 30 years ago, not today.

That’s a problem because Texas effectively imposes a 6 percent state sales tax on investment that we should be trying to encourage and that we need to attract to remain competitive on the job, at home and around the globe.

Rep. Otto’s and Sen. Estes’ legislation represents the kind of forward thinking policy that will put Texas back on top in leading the charge for investment and innovation in this fast-paced, dynamic and highly competitive economy driven by tech.  It’s a job creating, investment spurring powerhouse bill. And, that’s something we can and should all get behind.

To help community members who have not filed the 2012 income tax return, a free tax preparation session for all community members will be held on Sunday, February 24, 2013, from 10 am to 2 pm, at the Vietnamese Community Center, 7100 Clarewood Dr, Houston, Texas 77036.

This free tax preparation services is on first-come first-served basic. So please come early and bring sufficient personal papers and records needed to file the return.

HPD Reminds All-Star Fans:

Don't be Slam Dunked by


Thieves


The Houston Police Department reminds those  attending the 2013 NBA All-Star Game events in
downtown Houston to avoid becoming victims of thieves by practicing caution and awareness.
The NBA All-Star Week will bring in many visitors to Houston. While this is a fun, family event,
HPD reminds everyone to be alert and aware of surroundings due to the large crowds and
gatherings. Keep a close watch on your valuables, purses, wallets and anyone trying to sell counterfeit NBA merchandise or tickets.
HPD will have cooperation from other local, state and federal law enforcement agencies in ensuring
the public enjoys the festivities in a safe environment, as well as DWI enforcement efforts.
Chief Charles A. McClelland, Jr. said, "It is a great event for our city and a time for a large portion
of the nation to see how great Houston is." Chief McClelland added, "From a public safety
standpoint, we have been working very hard to ensure we have a great event and everyone is safe."
Also a reminder, social media is used as a tool to advertise events and there is a potential that some
information being put out regarding those events may be erroneous.
